
Leadership Laboratory for Enhanced Excellence in the Public Sector
Leadership. Resilience. Responsibility.
LEEPS is an international research project implemented by partners from the United Kingdom, Ukraine, and Latvia. The project focuses on the development of modern public leadership, institutional resilience, and the ethical use of digital and AI-based solutions in public administration.
The project is supported by Cormack Consultancy Group within the TWINNING Programme’s Seed Fund for Research Excellence. The implementation period is 1 May 2026 — 28 February 2027.
The project consortium includes Coventry University, Alfred Nobel University, Riga Nordic University, as well as Serhiy Nyzhny Kyiv School of Public Administration as an associate partner.
Within LEEPS, the partners work on researching gender-responsive leadership models, developing practical tools for the public sector, preparing training materials, and building a foundation for future international research applications.
The project aims to transform Ukraine’s crisis governance experience into evidence-based leadership models that can support Ukraine’s recovery and contribute to the wider European academic and professional community.
