Quality Management Systems

Conformity of the quality management system of Alfred Nobel University with the world standards

What is ISO?

I. ISO (International Organization for Standardization) is the international non-governmental organization founded in 1947 to develop the international standards. ISO is a network of national standards institutions which represents 162 countries with the central and coordination center in Geneva, Switzerland. Countries are represented by their official certification bodies. ISO reaches the consensus on decisions between the demands of business and the marginal needs of society.

The most widespread standard in the society is the ISO 9000. This standard is general in nature and applies to any organization, regardless of its type of activity and size. ISO 9000 is the quality management standard. To obtain the certificate of conformity with ISO 9000, it is necessary to implement technologies and management procedures that are aimed at qualitative meeting the consumer needs and ensuring the quality of goods and services in accordance with the applicable law.

The ISO 9000 standard is based on 8 principles of quality management:

  • client-oriented approach;
  • the role of management, leadership;
  • employee involvement;
  • approach to activity as a process;
  • systematic approach to management;
  • continuous improvement;
  • actual approach to decision making (act on the basis of analysis of facts using the experience and intuition);
  • mutual beneficial relationships with suppliers.

Within the ISO 9000 series, the ISO 9001 standard Quality Management Systems - Requirements is the only standard for which a certificate is issued. This standard specifies the requirements for a quality management system that are used to confirm the ability of an organization to meet the needs of the consumer and other stakeholders. ISO certification is voluntary and its implementation is a very labour-intensive process. The implementation of ISO 9000 series of standards allows:

  • improve the quality of the services or products;
  • improve the management system and increase the efficiency;
  • systematize the management of the organization;
  • improve the image on the market;
  • gain competitive advantages by participating in international projects;
  • attract serious local or foreign partners or investors.

The ISO 9000 standard is constantly updated and its content is constantly improved which is reflected in the versions of 2000, 2008 and 2015.

Quality management system of Alfred Nobel University

II. Based on the above, the senior management of Alfred Nobel University (hereinafter the University) decided to create the quality management system with its subsequent certification. For that purpose, in September 2009 the ANU established the Quality Management Center which intended to work in this area.

The University chose purposefully the management system certification body “PRYROST” that is the member of DQS Group for several reasons. Firstly, this certification body is the only in Ukraine that after one audit can issue to an enterprise or organization several certificates that are recognized in the National Accreditation Agency of Ukraine (NAAU), in the certification system UkrSEPRO and abroad. This became possible due to its accreditation in NAAU and certain authority in European accreditation systems. Secondly, since 2007 this certification body has become the official representative of the German certification body DQS Group in Ukraine.

Whats is DQS?

III. DQS certification body is one of the world leaders in management systems certification. It was founded in 1985 in Frankfurt am Main (Germany) as the first management system certification body. The founders of DQS are DGQ (German Association for Quality) and DIN (German Institute for Standardization). DQS has been one of the founders and the only German body represented in International Certification Network IQNet since 1989. The certification body “PRYROST”, as the official representative in Ukraine, ensures the long-term success of companies through continuous assessment of management systems.

After passing the certification in DQS, the client has the opportunity to obtain IQNe single international standard certificate in addition to the main certificate, and if necessary, without additional checks to issue a certificate of any of its members. IQNet certificates can be issued at any time during the validity of the main certificate.

The International Certification Network IQNet is a non-governmental, non-profit organization established in 1990 in accordance with Swiss law with headquarter in Bern. This network has been operating since 1990 and has 40 certification partners with more than 200 branches in 50 countries. The IQNet partner certification body issued more than 500,000 certificates of conformity (about 30% of the total number of certificates) and certified more than 200,000 companies. The IQNet partnership has more than 17,000 auditors and experts to audit all major economic activities in more than 30 languages. Nowadays, IQNet is the largest international certification network. The main marketing tools of IQNet are a certificate and a certification mark. The IQNet certificate is the main evidence for the international recognition of management systems by all IQNet partners. This certificate is always issued together with the certificate of partner; both documents have the same period of validity. The IQNet certificate issued in English serves as a worldwide passport for all DQS customers and other stakeholders all over the globe. The IQNet certification mark may be used for promotional purposes.

History and experience of undertaking external certification audits of the University's quality management system

IV. In May 2011, after almost two years of hard work of scientific and pedagogical staff and employees, experts conducted the external certificate audit of the University quality management system. Experts of the certification body “PRYROST” which is the member of DQS Group acknowledged that the quality management system implemented at the University meets the requirements of the international standard ISO 9001:2008. The decision of independent experts was based on the analysis of the documentation of the quality management system; observations of the main processes of the life cycle of the University; communication with senior management, scientists and lecturers of the University, employees of departments, students.

Since 2011, experts have annually conducted external independent audits at the University regarding conformity of its quality management system with the requirements of the international standard ISO 9001:2008. The University has always demonstrated continuous improvement in the results of its activities in the field of educational services and research.

In 2014, the University successfully passed the first recertification audit.

In 2015, there was adopted a new version of the ISO 9001:2015 standard. Unlike the previous ISO 9001:2008 standard, the new version of ISO 9001:2015 is based on a process approach, the elements of which are the “Plan-Do-Check-Act” (PDCA) cycle and “risk-oriented thinking”. The PDCA cycle is briefly described as follows:

  • Plan: set objectives of the system and its processes, and identify the resources

needed to produce results in line with customer requirements and organizational policies; identify and consider risks and opportunities.

  • Do: implement what is planned.
  • Check: monitor, namely control processes, check the quality of products and

services provided, taking into account policies, objectives, requirements, plans, etc., and report the results

  • Act: Take, if necessary, measures to improve performance.

“Risk-oriented thinking» aims to take into account the elements of uncertainty that

can make adjustments to the implementation of planned activities, and includes the development and implementation of certain precautionary measures.

In late May to early June 2017, the University successfully passed the regular external recertification audit, conducted with the participation of experts from the international certification body “PRYROST” which is the member of the DQS Group. At the final meeting, the experts unanimously noted that the quality management system operating at the University for the last seven years fully meets the requirements of the new ISO 9001:2015 standard. According to the results of this audit, the University received the following certificates for the period of three years (until June 2020):

  • from the German certification body DQS,
  • from the international certification network IQNet,
  • from the National Accreditation Agency of Ukraine.

Due to the pandemic caused by the Covid-19 virus and the quarantine imposed by the Government of Ukraine, the third recertification audit at the University was conducted online in two stages: the first on May 22, 2020, and the second on November 19-20, 2020. The audit was conducted by the auditors of the certification body LLC “DQS CERTIFIC UKRAINE”, which became the successor of LLC “International Quality Center “PRYROST” which is the member of DQS Group in providing services by the certification body DQS regarding assessment and certification on the territory of Ukraine. External auditors gave a positive assessment of the quality management system at the University, noting that it fully meets the requirements of the international ISO 9001:2015 standard. During the final meeting with the senior management of the University, the auditors, in particular, noted:

  • continuous support from senior management for the development and improvement of the quality management system at all levels;
  • high leadership qualities of senior management which contribute to the special corporate spirit of the University and which unites lecturers and students in the implementation of educational, scientific and research and social projects;
  • the presence of risk-oriented thinking at all levels of the University’s activity, which was demonstrated by employees and lecturers during the audit;

  • understanding by the scientific and pedagogical staff of the needs and expectations of the parties interested in receiving educational services;
  • availability of developed infrastructure, modern information and technical equipment and the latest technologies used in the educational process.

All of the above is a confirmation of the fact that the quality management system established at Alfred Nobel University more than 10 years ago functions effectively, is constantly improving and meets all the requirements of world standards.

The Alfred Nobel University Quality Management System is recognized to meet the requirements of the international standard ISO 9001:2015.

The PDCA cycle is briefly described as follows:
